burried infastructure

would burying power/fiber-optics/water in industrial big `o` piping be worthwhile?

the devastation is in the area is truly awesome, a tragedy on an immense scale, but complete destruction also offers unique opportunities. entire cities can be reconstructed using modern materials and techniques.

since these cities face more tsunamis it might be worthwhile to shelter the cables underground. i`m curious whether or not flexible piping could be designed to survive the initial earthquake.
